So, I've collected a boatload of Harassment tactics, and neither me nor other people I've asked have managed to obtain Defense bonuses on any of them.  I guess you made it incapable of rolling defense because you thought that it wouldn't be necessary?

I had actually been planning on making a harassment tank since the day I'd started the game.  It's a bit disappointing to find out that's specifically been made impossible.  Would you fix that?
